NOx SIP Call

The NOx State Implementation Plan Call (NOx SIP Call) requires 21 eastern states (AL, CT, DE, GA, IL, IN, KY, MD, MA, MI, MO, NJ, NY, NC, OH, PA, RI, SC, TN, VA, WV) and the District of Columbia to reduce harmful summertime ozone formation.  The affected region must control precursor NOx emissions from May 1 through September 30 each year.  States have the flexibility to determine which sources to control to meet the reduction requirement but EPA determined that highly cost-effective controls were available for EGUs as well as large industrial boilers and turbines, and cement kilns. 

The NOx SIP Call includes a cap and trade program, similar to the SO2 ARP.  EPA determined the number of NOx allowances to be allocated to each state based on an emission rate of 0.15lb/mmBtu for EGUs, a 60% reduction for large industrial boilers and turbines, a 90% reduction from stationary combustion engines and a 30% reduction from cement kilns.  Such reductions were deemed acceptable to achieve ozone season NOx emissions by approximately 1.2million tons. 

Eight states and D.C. began reductions in 2003 with 11 more states taking part in 2004. Two additional states will begin participating in 2007.  In 2009, the NOx SIP Call will be replaced with the ozone season NOx reduction program of the Clean Air Interstate Rule (CAIR) (discussed below).
